Sao Paulo launches public consultation for hospital PPP projects

The state of São Paulo, through the Secretaria de Saúde, has started a public consultation procedure for four hospital complexes to be built under the PPP model.

The projects will tendered in two packages:

  1. Package 1: Hospital Estadual de Sorocaba and CERTOO - Centro de Reabilitação e Tratamento dos Olhos e Ouvidos (Complexo Hospital da Clinicas - USP).
  2. Package 2: Hospital Estadual de São José dos Campos and Hospital Centro de Referência da Saúde da Mulher - HCRSM.
The PPP was structured via a Request for Expressions of Interest (PMI) published in October 2012.

On 25 April 2013, the feasibility studies presented by Mendes Junior Trading & Engineering SA were selected by the Conselho Gestor do Programa Estadual de Parcerias Público-Privadas (CGPPP) and will be considered the benchmark for the future bidding of the mentioned PPP projects. A total of 20 companies were interested in the project.

Studies of Mendes Júnior were used almost completely (82.25%). Only 2% of the studies of Norberto Odebrecht S / A will be utilized

The deadline for submission of reviews, comments and suggestions is July 13th, 2013

The concession will be valid for 20 years. The estimated values of the packages are the following:

  • Package 1: R $ 2,251,309,000 (US$1 billion)
  • Package 2: R $ 2,578,314,000 (US$1.2 billion)
