The Santa Clara Valley Water District in central California, USA, has announced plans for a water supply expansion project, the Expedited Purified Water Program.
The program could provide up to 45,000 acre-feet per year (AFY) of purified water for indirect and/or direct potable reuse to supplement groundwater recharge from other existing sources, such as imported and locally-stored water supply. The program consists of several key components:
The total project investment is estimated at US$800 million.
The District plans to solicit Statements of Qualification in parallel for both the progressive design-build (PDB) project delivery approach and for the public-private-partnership (P3) project delivery method.
Progressive Design-Build (PDB) Procurement Process
The District plans to solicit two Statements of Qualification (SOQ) for the following Program components using progressive design-build (PDB) project delivery:
1. 91884009 – Silicon Valley Advanced Water Purification Center (SVAWPC) Expansion
2. 91384001 – Purified Water Pipeline – from SVAWPC to Los Gatos Recharge Ponds
The following is the anticipated schedule for the procurement process:
1. Solicitation for PDB SOQs for two Program components – January 2016
2. SOQ evaluations and shortlisting of up to three qualifying entities for each Program component – March 2016
3. Solicitations for PDB Proposals from shortlisted entities for two Program components – April 2016
4. Proposal evaluations and identification of the highest-ranked PDB entity for each of two Program components - October/November 2016
5. Staff recommendation to Board of Directors for PDB track or P3 track – December 2016
Public-Private Partnership (P3) Procurement Process
In parallel with the above-described PDB procurement process, the District plans to solicit Statements of Qualification (SOQ) for a public-private partnership (P3) project delivery approach for the Program.
The following is the anticipated schedule for the procurement process:
1. Solicitation for P3 SOQs for the Program – January 2016
2. SOQ evaluations and shortlisting of up to three qualifying entities – March 2016
3. Solicitations for P3 Proposals from shortlisted entities – April 2016
4. Proposal evaluations and identification of the highest-ranked P3 entity - October/November 2016
5. Staff recommendation to Board of Directors for PDB track or P3 track – December 2016
