Richard Frank appointed to California High-Speed Rail Authority Board of Directors

The California High-Speed Rail Authority (Authority) Board of Directors has appointed Richard Frank to the Authority's Board of Directors. The Chair of the Board of Directors, Dan Richard, said:

"We welcome the addition of Richard Frank to the Authority Board of Directors. We thank Senate President pro Tem Darrell Steinberg and the California State Senate Rules Committee for this appointment, which fills out our Board. Mr. Frank has a distinguished career in both government and academia and is a recognized expert on California environmental law and policy. Not only does he bring a much-valued background to the project, his appointment also underscores the role of California high-speed rail in contributing to a sustainable future."

Mr. Frank is currently a Professor of Environmental Practice and Director of the California Environmental Law and Policy Center (CELPC) at the University of California at Davis School of Law. Prior to this position, he was the executive director of the Center for Law, Energy, & the Environment (CLEE) at University of California Berkeley School of Law.

In addition to leading the CELPC, he teaches classroom courses in the environmental law curriculum. Before coming to CLEE and UC Berkeley, Professor Frank practiced law with federal and state agencies for 32 years, most of that time with the California Department of Justice. Immediately before joining Berkeley Law, he served as California's Chief Deputy Attorney General for Legal Affairs. He has also served on two blue ribbon commissions: In 2006, Governor Schwarzenegger appointed Frank to the Delta Vision Task Force, and in 2011, California's Secretary for Natural Resources appointed Professor Frank to serve on a Blue Ribbon Citizens Commission created by legislation for the purpose of developing a new "strategic vision" for California's Department of Fish & Wildlife and the California Fish & Game Commission.

In May 2009, the Chair of the California Air Resources Board appointed Professor Frank Vice Chair of the Economic Allocation & Advisory Committee, an advisory body formed to assist the Air Resources Board in implementing California's landmark Global Warming Solutions Act (AB 32).
