RFQs invited for Chennai monorail DBFOT project. Updated

The Metropolitan Transport Corporation has requested qualification documents from developers of national and international companies to design, develop, construct, finance, own, implement, complete, maintain and transfer (DBFOT) Monorail as Mass Rapid Transit System (MRTS) for Chennai metropolitan areas in selected corridors.
The main requirements in the request for qualifications (RFQ) of this public private partnership (PPP) project are the following:
  • Technical capacity: in the last three financial years the bidder should have executed a BOOT or DBFOT  urban rail project (metro, monorail, tramway or railway) with a minimum length of 37 km.
  • Financial capacity: minimum shareholder's net worth of 500 Rs Crores (US$110 million)
The important dates to remember are the following:
  • Pre-bid meeting: 7th September 2011, 11:00 hours
  • Last date for submission of RFQ: 28th September 2011, 15:00 hours. The RFQs will be open that same day at 15:30 in presence of all bidders.
Chennai is the fourth largest metropolitan area in India and in the next few years it will have more than 10 million people, being one of the biggest megacities.
There are four corridors for implementing the monorail scheme based on the Chennai comprehensive transportation study (CCTS) conducted by CMDA.
Chennai monorail project
The plan to build a network of monorail corridors made a comeback in Chennai in June when the State government announced a proposal to build "300-km of monorail in a phased manner. The monorail proposal dates back to February 2006.
The Phase-I of the project will cover 111-km, the Governor Surjit Singh Barnala said.
The government's rationale for preferring the monorail option over the metro rail were the following:
- reduction in construction cost,
- minimal impact on existing buildings,
- aesthetic appeal and suitability in a dense city such as Chennai,
- the gestation time of the project; metro rail construction is seen as time-consuming and it also causes major disruptions to traffic flow for a few years.
Scomi Engineering Bhd submitted a proposal to take part in the proposed monorail project in Chennai this last month of June as part of its strategy of implementing monorail transportation systems in Delhi, Bangalore and Chennai.

Hitachi, in collaboration with Mitsubishi, is also in talks with Tamil Nadu government for providing monorail technology for the Chennai's project. Hitachi has already supplied technology to Taegu monorail in KoreaChingqing monorail in ChinaPalm monorail in Dubai and Sentosa monorail in Singapore.

UPDATE: Transaction Advisory
Tamil Nadu Government has invited proposals from consultancy firms for providing transaction advisory services for the Chennai Monorail project. The consultants would help in evaluation of bids for a developer.
