The Government of the Republic of Uzbekistan, through the Ministry of Economy and Finance of the Republic of Uzbekistan, the Ministry of Transport and the Committee for Roads has issued a Request for Qualification (RFQ) for the Tashkent-Andijan (stage 1) Toll Road PPP project in Uzbekistan.
Phase 1 of the project spans 171 km and involves designing, constructing, financing, operating, and maintaining the highway connecting Tashkent to Angren and Kamchik Pass. The Cabinet of Ministers approved the concept of the project on January 21, 2025. The Toll Road will be developed on the basis of a Public-Private Partnership. The winning bidder will be responsible for the implementation of the design, build, finance, operation and maintenance (DBFOM) of the project.
The Government of Uzbekistan engaged a consortium of Arup and Partners (UK), PwC (Uzbekistan), and CMS Cameron (UK), supported by the World Bank, as the project's lead transaction advisor to assist in selecting a private partner.
