The Capital Regional District (CRD), the regional government for 13 municipalities and three electoral areas on southern Vancouver Island and the nearby Gulf Islands (Canada) has released a Request for Qualifications (RFQ) for the Residuals Treatment Facility at Hartland landfill, located about 14 km northwest of Victoria.
The project is one of the major components of the Core Area Wastewater Treatment Project.
The RFQ invites interested parties to submit their qualifications to design, build, partially finance, operate and maintain the facility over a 20-year term. From the submissions a shortlist of three qualified proponents will be invited to participate in the next stage of the competitive selection process, the Request for Proposals.
It is anticipated that the three proponents will be selected in March 2017, the preferred proponent chosen by the end of 2017, and construction on the Residuals Treatment Facility to begin in early 2018.
Acciona Agua and Xylem have already expressed their interest in the project.
The successful proponent will develop the final design of the facility and ensure that the facility meets the CRD’s commitments outlined in the Core Area Liquid Waste Management Plan.
