The Chicago Infrastructure Trust has announced that six Statements of Qualifications (SOQs) have been received in response to the Request for Qualifications (ROQ) issued on 11 October 2017, regarding the Joint Public Safety Training Academy (JPSTA) project. This project will consolidate and replace various Chicago Police Department (CPD) and Chicago Fire Department (CFD) training facilities located throughout the city, and provide new indoor and outdoor scenario-based training spaces.
The Chicago Infrastructure Trust is leading the procurement process for the project, in partnership with the City of Chicago and the City’s Department of Fleet and Facility Management, with the intention of contracting a developer to design, build, and finance the training academy.
The RFQ was initially met with much interest by developers, with over 150 industry representatives attending the pre-submittal conference earlier this month. One company and five consortia have now responded with SOQs:
From this list, a shortlist will be announced on December 15 2017. A Request for Proposals (RFP) will then be issued, with the response deadline in February 2018. The Chicago Infrastructure Trust hope to then selection the successful developer in March 2018.
