The Public Works and Government Services Canada (PWGSC), on behalf of the Canada Border Services Agency (CBSA), has issued a Request for Qualifications (RFQ) to upgrade ports of entry (POEs) under a P3.
CBSA has prioritized the renewal of a subset of its custodial portfolio, consisting of an expected 31 POEs across Canada. Through a single design, build, finance, and maintain (DBFM) P3 contract, Canada intends to procure a private partner to demolish, design, rebuild, and provide maintenance and lifecycle services to the selected POEs.
The purpose of the RFQ is to invite interested parties to submit a response indicating their interest in and qualifications for the project. Based on these Responses, Canada intends to select, in accordance with the terms of this RFQ, a shortlist of up to three proponents to participate in the next stage of the procurement process, namely the Request for Proposals (RFP) stage.
