RFPs closed for Highway 427 Expansion
The request for proposals stage has closed for teams to submit their bids to design, build, finance and maintain the Highway 427 Expansion project.
Following a fair, open and transparent request for qualifications process, three teams – 427 North Link, Blackbird Infrastructure Group and Link 427 – were shortlisted and invited to respond to a request for proposals. All three teams have submitted their proposals.
Over the next several months, Infrastructure Ontario and the Ministry of Transportation will evaluate the proposals. A successful proponent is expected to be announced in early 2017.
The Highway 427 Expansion project includes a new 6.6-kilometre extension from Highway 7 to Major Mackenzie Drive and a 4-kilometre road widening from Finch Avenue to Highway 7. Design and construction is expected to begin in 2017.
The project is being delivered under IO’s Alternative Financing and Procurement model, which transfers risks associated with design, construction, financing and maintenance of the project to the private sector.
Ontario is making the largest investment in public infrastructure in the province's history -- about CAD160 billion (US$122 million) over 12 years, which is supporting 110,000 jobs every year across the province, with projects such as hospitals, schools, roads, bridges and transit. Since 2015, the province has announced support for more than 475 projects that will keep people and goods moving, connect communities and improve quality of life.

Meridiam-led team reaches CC and FC for Southwest Calgary Ring Road
The Design-Build-Finance- Operate (DBFO) contract is worth CAD$1.42 billion (US$1.1 billion), to be paid over the 35-year term of the contract. The Province of Alberta will fund 60 per cent of the capital construction cost which will be paid during the construction phase. The remaining 40% will be financed in the form of long term senior bonds, medium term bank debt and short term bank debt.
