Louisiana’s Southern University (SU) and A&M College have issued a Request for Proposals (RFP) for an energy P3.
The university request proposals from qualified companies as it is considering an innovative energy and infrastructure strategy. SU is providing an opportunity for qualified third parties to manage its energy systems and other infrastructure for the benefit of the University and the State of Louisiana.
The project will be structured as a public private partnership and must comply with applicable provisions of Louisiana law concerning cooperative endeavors and the authority of boards of education to execute leasing.
The private partner will bring local, operational, technical and financial expertise for the University.
The project includes a long-term lease of the energy assets that the concessionaire will be responsible for their operation and maintenance, and possibly including the management of supply side energy. The project also considers a mechanism by which the third party would institute certain saving measures, including Energy Conservation Measures (ECMs) and Operational Cost Reduction Measures (OCRMs) for the overall benefit of the University.
The risk for the implementation, operation, maintenance, infrastructure repair and replacement shall be allocated among the parties, but revenue recovery for the implementation of the ECMs and the OCRMs shall be borne by the qualifies proposer.
