Prince George’s County Public Schools (PGCPS) has issued an RFP to the 3 teams shortlisted for Phase 2 of its Blueprint Schools public-private partnership (PPP) program.
The teams included in the school's DBFM shortlist are as follows:
Prince George’s County Education and Community Partners, PGCECP (Fengate, Gilbane – equity);
Aspire Education Partners (Balfour Beatty, John Laing – equity);
The contracting authority has also included 2 more schools in the project since the launch of the initial request for proposals, so a total of 8 schools participated in Phase 2. It is anticipated that Phase 2 will use a similar commercial and financial structure. The concession will last 30 years, excluding the 3-year construction period. Availability payment funding will be provided annually by the state - US$25 million, the county - up to US$10 million and PGCPS - US$15 million annually.
The last day to submit the response is July 14, 2023.
