The Smithsonian Institution has called for RFQ's and part 2 of a two-part solicitation for the development of its Smithsonian National Zoological Park Central Parking Facility P3 Project. A group of developers have been invited to submit proposals in response to this solicitation, such as: Rock Creek Parking Partners, Secure-Investec, National Zoo Parking Group and Gilbane-Provident.
Submission of the proposals are due March 15, 2018.
The selected private party member will be responsible for the performance of certain obligations relating to the NZP Parking System during the term of the agreement, including to:
(i) Operate, administer, manage, improve and maintain the Parking System;
(ii) Design, engineer, procure, finance, construct, equip, test and complete Construction Works;
(iii) Collect, for deposit into a specified account, parking fees and other authorized revenues and income generated by the Project during the Term of the Agreement.
In accordance with its National Zoological Park’s (NZP) 2008 Comprehensive Facilities Master Plan, the Smithsonian seeks to consolidate and expand current parking facilities into a multi-story Central Parking Facility in order to enhance safety, security and service levels, providing visitors with a centralized, accessible and modern access point. This parking consolidation will also allow the NZP to reclaim acreage for the purpose of expanding animal habitats.
Located on a 163-acre campus in Washington D.C, the Project concept includes a car parking facility comprised of a 1285-space parking structure, a Pedestrian Bridge, a Mid-Point Entry connecting the Pedestrian Bridge to the Olmsted Walk, and Ancillary Works. Upon completion, Lots A, B and D will be decommissioned, stabilized and returned to the Smithsonian for repurposing by the Smithsonian for use as animal habitat and/or visitor amenities, while Lot E will be used (at least temporarily) for traffic management and parking overflows.
Colorado Department of Transportation CDOT and the High Performance Transportation Enterprise (HPTE) have approved the project agreement (PA) with Kiewit Meridiam Partners (KMP), the selected developer partner for the Central 70 project. The approval signifies the commercial close with KMP for the public-private partnership to deliver the project.
