Request for Qualifications Issued for GO Transit Cooksville Station in Ontario

Infrastructure Ontario (IO) and Metrolinx have issued a Request for Qualifications (RFQ) for interested parties to design, build and finance the Cooksville GO Station P3 project.

This project is part of Metrolinx’s work to provide a faster, more frequent and convenient transit service across the Greater Toronto and Hamilton Area.

The RFQ outlines the scope of work required at the Cooksville GO Transit Station, located along the Milton Corridor in the City of Mississauga, to accommodate the planned expansion of GO Transit rail services. Scope of work includes:

  • New station building with a large public plaza.
  • Upgrades to existing rail platform access tunnels.
  • New six-storey parking structure with pedestrian connection to rail platform and redevelopment of existing and new surface parking areas.
  • Bus loop with a minimum of eight bus bays for GO and MiWay bus service.

The RFQ is the first step in the procurement process to select a team to deliver the project. IO and Metrolinx will evaluate submissions to prequalify project teams with the relevant design and construction experience. Teams that qualify will be invited to respond to a request for proposals (RFP) early in 2017. Interested companies must register with www.merx.com to download the RFQ.

Work on the Cooksville GO Station project is part of a larger, system-wide plan to improve overall GO Transit service, including the delivery of GO Regional Express Rail by 2024-25. To support transit improvements, Metrolinx will be undertaking major infrastructure upgrades, including: additional track, GO station modifications, improved rail crossings, required systems for electrification, and new locomotives and train control systems to enable more frequent service.

The deadline for interested firms for submitting the RFQ documents is on or before October 20, 2PM (local hour).

You can read the RFQ document here.

Steven Del Duca, Minister of Transportation, said:

“The Cooksville GO station procurement shows our commitment to expand much needed rapid transit infrastructure in the GTHA. Expanding GO Transit is all about giving people more options and making it as easy as possible for people to choose transit first. This is proof of our government’s plan in action. We are committed to providing accessible, modern transit infrastructure that will manage congestion, reduce commute times, create jobs and improve the quality of life for Ontarians.”

Bob Chiarelli, Minister of Infrastructure, said:

“Providing new transit options across the GTHA will help thousands of commuters get where they need to be quickly and efficiently. Construction of the Cooksville GO station is further proof of our commitment to ease congestion and keep the region moving. I look forward to getting shovels in the ground on this important project.”

Bruce McCuaig, President and CEO, Metrolinx

“Making improvements to the Cooksville Station builds on our plans to strengthen the GO rail network with faster, more frequent GO train service. This station improvement will also integrate with local transit, making it easier for people to get where they need to be in their daily lives.”

Bert Clark, President and CEO, Infrastructure Ontario:

“Infrastructure Ontario’s proven AFP model will help deliver a number of important early works projects for GO Transit’s capital programming needs, including the Cooksville GO Station project.”
