The Republic of Rwanda, through the Ministry of Trade and Industry, has issued a request for pre - qualification (RFQ) for the development of an integrated trade logistics PPP project at Rusizi and Rubavu.
The project involves the development of two facilities, the bonded warehouse facilities at Rubavu and Rusizi. The site for the bonded facility at Rusizi is about 4 kilometers from the Democratic Republic of Congo (DRC) border and is part of the proposed industrial park site on a 45 acres plot of land. The site is on a hill overlooking the border post and access to site is by a two lane all weather road up the hill. Identified site for the bonded facility at Rubavu is adjacent to the main road connecting DRC border.
The project, which will be developed in two phases, aims to strengthen the country's trade logistics value chain. The new facilities will include:
The project will be developed on a design, build, finance and operate basis.
Bonded facilities at the border with DRC were conceived to decongest the existing facilities and to encourage the trade by removing infrastructure constraints.
Interested parties must submit their qualification documents on or before 1 December 2014. The biding process is scheduled to start by the second week of December.
