Regional government in Russia tenders road PPP

The government of Khabarovsk territory, Russia, has announced a tender process to develop the Eastern bypass for Khabarovsk through the PPP model.

According to sources, the project is scheduled to be presented to potential investors on 5 February this year in Moscow. Applications from potential concessionaires will be accepted until March 10. 

The project involves the development of a four lanes bypass with a total length of approximately 27 km. The speed design is 120 km/h, which will allow a traffic of about 90,000 cars per day. The rout will run through five interchanges and 24 bridges and overpasses.

The total project investment is estimated at RUB32 billion (US$418.6 million) and it is expected to be developed during the 2017 - 2019 period.

The project will link the Federal highways Chita-Khabarovsk and Khabarovsk-Vladivostok and will avoid that the freight traffic passes through the administrative center of the region. In the future it will be provide a new transport link with to China through the border crossing at Big Ussuricum.

Khabarovsk is the largest city and the administrative center of Khabarovsk Krai, Russia. It is located 30 kilometers from the Chinese border. With a population of approximately 580,000 inhabitants, it is the second largest city in the Russian Far East, after Vladivostok.
