The Government of Rajasthan, India, through the Public Works Department, has launched a tender process to hire financial and transaction advisers to analyze and structure PPP projects for around 30 state highways.
The Public Works Department has decided to increase the capacity of 20,000 Km of roads in 113 state highways through the public private partnership model on Design, Build, Finance, Operate, Transfer (DBFOT).
For the first package, the consultants will be responsible for structuring and analyzing the first 30 projects and, if needed, the following 20 projects.
The selected consultant will appraise the projects, develop a revenue model and project structure, check and modify the financial projections given in the feasibility reports, prepare the Viability Gap funding (VGF) memorandum for submission to the Central government on behalf of the state and assist the state in the bidding process.
The last day for receiving questions or clarifications about the assignment is 21 August 2014. A pre-proposal conference will be held on Aug. 25.
The proposal due due is September 8th, 2104.
