The Ministry of Economy and Commerce (MEC) of Qatar recently said it would submit the draft public-private partnership (PPP) law to the cabinet by August this year and hopes to have the framework completed and implemented by the end of 2016.
At an event in Doha, MEC director of Economic Policies and Research Department Saud Abdullah al-Attiyah said the Ministry will implement “a robust and transparent process” in formulating the PPP framework. The state is now evaluating the current state and reviewing the international and regional benchmarks.
The Government plans to develop the PPP strategy and list of PPP projects after the framework is established.
In the last stage of this preparation process, MEC will develop all the procurement documents and guidelines to tender and award PPP projects.
The completion of this process is expected for the end of 2016.
