Preferred proponent selected for Stoney Compressed Natural Gas (CNG) Bus Storage and Transit Facility

The City of Calgary has selected Plenary Infrastructure (Canada) Ltd. as the preferred proponent to design, build, finance, operate and maintain (DBFOM) the Calgary Stoney CNG Transit Bus Garage PPP project.

Plenary Infrastructure was chosen after extensive evaluations following a competitive request-for-proposals RFP process that began in August 2015.

The Plenary Infrastructure team includes:

  • Developer: Plenary Group (Canada) Ltd.
  • Design: AECOM Canada Ltd.
  • Construction: PCL Construction Management Inc.
  • Facilities management: Johnson Controls Inc.
  • Financial Advisor(s): TD Securities Inc.

As we reported in April 2015, there were other teams shortlisted for the project. These were:

  • EllisDon Infrastructur: EllisDon Capital Inc., GEC, Strasman Architects, Morrison Hershfield, EllisDon Construction Services Inc. and Cofely Services Inc.
  • Stoney Transit Partners: Gracorp Capital Partners LP, DIF Infra 3 Canada Limited, Kasian Architecture Interior Design and Planning Ltd., Maintenance Design Group, LLC, Graham Design Builders LP and Black and McDonald Limited.

Highlights of the project include:

  • A functional program including a modern state of the art bus transit facility to accommodate a minimum of 424 standard 40 foot buses within the bus storage garage.
  • A facility to house Transit's new fleet of Compressed Natural Gas (CNG) buses. The facility will also support diesel bus operations, recognizing the transition period needed to introduce CNG buses into Transit's fleet. City staff will continue to service and maintain the buses.
  • A bus fleet consisting of mainly 40 foot standard buses, 60 foot articulated buses and a small number of 35 foot or smaller shuttle buses will be stored in the facility.
  • Development work including public roads surrounding the facility site and the associated utilities and storm water management pond.
  • The facility will be certified LEED Gold, efficient in energy consumption and provide a safe and healthy work environment for the staff that will use the facility.

The project will be developed on a design, build, finance and maintenance (DBFM) basis for a period of 30 years.

The total project investment is estimated at CAD$274 million. It is expected that the Government of Canada, through the P3 Canada Fund, will provide an investment of up to CAD$48.4 million toward the construction of the facility.
