PPP/P3 Projects in the US, Canada and Puerto Rico. Request for Qualifications (RFQ) for Ottawa Light Rail Transit (OLRT) Project
The city of Ottawa is soliciting bids for the $2.1-billion Ottawa Light Rail Transit Project (OLRT). The Request for Qualifications (RFQ) for the Design, Build, Finance & Maintain contract for the new 12.5km (7.7-mile) line was published in June 30.
The 12.5km OLRT line will have a 3.2km long tunnel as depicted below.
Capital Transit Partners, a joint venture partnership of STV Canada, Jacobs Associates, URS Canada and Morrison Hershfield, is the preliminary engineer and project manager for the project. Delcan Corporation was the prime consultant on the project during the initial planning and design stages (with Halcrow on the tunnel).
Respondents will have until September 13th, 2011 to make their submissions. The City will take one month to complete evaluations and will publish a short list of qualified respondents in October, 2011.
The RFP process will last 9 months, after which the winning firm will complete negotiations with the City. The final contract is due to be signed by December 2012 and construction will be completed within 5 years.

Request for Qualifications (RFQ) for the Public-Private Partnership (PPP or P3) of Luis Muñoz Marín International Airport (LMM)
The Puerto Rico Public-Private Partnership Authority (PPPA)  and the Puerto Rico Ports Authorityy have set August 8, 2011, as the due date for consortiums to submit their responses. Those deemed qualified then will bid for a 40- to 50-year airport concession.
Bidding likely will be concluded by the end of the year if all goes as planned, with a winner selected and financial close sometime in the first quarter of 2012.
Officials are expecting a large upfront payment, of as much as $1 billion, from the bidder. Over the next three to five years, investments could range from $35 million to $85 million, earlier feasibility studies put the total at $167 million investment in capital improvements.
Luis Muñoz Marín International Airport entered into the privatization program of the Federal Aviation Administration earlier this year.
Respondents to Request for Information (RFI) to the Public Private Partnership for New Civil and Family Courthouse in Travis County
Travis County is analyzing a possible public-private partnership for a civil courthouse planned for a downtown lot the county bought late last year. The courthouse construction cost has been estimated at about $300 million

RFI Responses for Grand Parkway/SH 99
State Highway 99 (the Grand Parkway) is a proposed 180-mile circumferential highway traversing seven counties in the Greater Houston Area. It is divided into 11 Segments designated A through I-2.
TxDOT intends to issue a Request for Qualifications (RFQ) on August 15th and a draft Request for proposals (RFP) on November 17th. One-on-One meetings will be held on  July 18 - 20, 2011.
