Potential Investors Invited to the second Public Consultation on Vilnius Multifunctional Hub PPP

Following the government and Vilnius Municipality council greenlighting the Vilnius Multifunctional Hub Public Private Partnership (PPP) project implementation, potential investors and interested parties are invited to attend a public consultation.

The consultation will take place on 18 February, and is being organized by the project coordinators, Vilnius Municipality, the Department of Sports under the Government and the Central Project Management Agency (CPMA), Lithuania’s central PPP organisation.

In 2013 the project was completely revised from a national stadium to a multifunctional hub and new investment project has been prepared by the CPMA. The concession term is set at twenty five years. The scope of the project includes at least a fifteen thousand seat stadium and up to 1,500 square meters of space for a sports museum and other educational facilities, as well as commercial facilities. The concessionaire will be responsible for designing, building, maintaining, operating and providing event planning services for public cultural and other events. Government contributions related to the project are capped at 53.4 million euros (44.1 million euros excluding VAT).

The purpose of this second public consultation is to present the amendments made since the initial public consultation that was held on July 8, 2015; to discuss main requirements for the selection of private partner (concessionaire) and tenders evaluation criteria and to find out the opinion of market participants regarding the selection requirements and clarity of the selection process. Updated draft tender documentation will be made available to the public on 5 February, 2016.
