Plenary team selected for City of West Lafayette PPP

The City of West Lafayette and Purdue University Joint Board recently announced they have selected a preliminary developer for the State Street Redevelopment P3 Project in Indiana, United States.

A team led by Plenary Group was chosen as the winning bid moving forward.

Dave Garwood, the project manager who assisted the Joint Board and West Lafayette, said to a local newspaper: 

“We receive their bids and preliminary plans, then we go through a review process of poring through all of these technical engineering documents and their plans and making sure they are using good practice.” 

In May, the city of West Lafayette and Purdue put out a request for proposals for the project to the two remaining contenders are:

  • Plenary Roads State Street, made up of Plenary Group USA Ltd., Rieth-Riley Construction Co. Inc., Janssen & Spaans Engineering Inc. and Shrewsberry & Associates LLC
  • Walsh Gateway Partners LLC, made up of Walsh Investors LLC, Walsh Construction Company II LLC, Parsons Brinckerhoff Inc., Rundell Ernstberger Associates Inc. and Milestone Contractors LP

Final proposals were submitted in December 2015.

The project is a collaborative effort between the City of West Lafayette and Purdue University. The goal is to remake State Street, from the Levee, through downtown West Lafayette and Purdue University, out to the newly opened western gateway, into a more desirable destination for the local community and visitors.

In accordance with Indiana’s Build-Operate-Transfer statute, the Joint Board has authorized a public hearing on the recommendation to select Plenary Roads State Street as the project developer. The public hearing is scheduled for February 11, 2016.

The Joint Board expects to complete the process and achieve commercial close by the end of March, with financial close to occur by the end of May 2016.

It is expected that construction will begin in the summer of 2016, with completion anticipated by the end of 2018.

“We look forward to working with the City of West Lafayette and Purdue University in fulfilling their public obligations and moving the State Street Redevelopment Project through the final stages of approval."
