Plenary strengthens P3 team in the United States

Plenary Group USA has announced three new executive hires that will further strengthen its growing US-based business.

Stuart Marks will join Plenary as a senior member of the company's commercial origination team, based in Los Angeles, while Matt Girard will lead Plenary's US project development and delivery functions. Matt will be based in Denver where he will be joined by Terry Ostrom, who will add significant depth to Plenary's civil infrastructure delivery capabilities. Plenary's new Denver presence will assume responsibility for the delivery and operation of the company's US 36 Managed Lanes project.

Paul Dunstan, President of Plenary Group North America, said:

Plenary is currently pursuing a number of PPP projects across the country, including I-69, SH-183, Portsmouth Bypass, Long Beach Civic Centre, and the Houston Justice Complex. The company will also be reaching financial close on the US 36 Managed Lanes project later this year.

Matthew Girard

Senior Vice President

Matthew GirardPlenary Group (USA) Ltd has appointed Matt Girard to the position of Senior Vice President (effective August 26, 2013). Based in Denver CO, Matt will oversee the project development and delivery, including technical solutions for all Plenary US pursuits and delivery of secured projects across the country.

Matt has a strong track record of senior project management roles for design and construction firms, with particular expertise in the development and delivery of heavy civil infrastructure and alternative delivery projects, including over $3 billion under PPP models over the last 10 years in both the Canadian and U.S. PPP markets. Having worked in the industry for over 20 years, Matt was Engineer, Estimator, Project Manager, and Executive Vice President for Business Development at Flatiron Constructors, and most recently Director of Alternative Delivery for AECOM.

Matt holds a Bachelor and a Master of Science in Civil Engineering & Construction Management from the University of Colorado - Boulder.

Stuart MarksSenior Vice President

Stuart MarksPlenary Group (USA) Ltd. has appointed Stuart Marks to the position of Senior Vice President (effective September 1, 2013). Based in Los Angeles, Stuart will lead Plenary's US origination activities, including directing bidding consortia across all aspects of project development and overseeing all project financing, structuring and commercial activities.

Stuart brings 15 years of project finance and public-private partnership experience both internationally and most recently in the U.S.

Prior to joining Plenary Group this year, Stuart worked in a similar capacity for a number of infrastructure investment funds and developers including InfraRed Capital Partners and Meridiam Infrastructure in the U.S. and ABN AMRO's Infrastructure Capital group in Australia.

Stuart holds a Bachelor of Law from University of Queensland (Australia), Grad Diploma in Applied Finance & Investment from the Securities Institute of Australia, and Masters of Business Administration from INSEAD (France).

Terry OstromVice President Project Delivery

Terry OstromPlenary Group (USA) Ltd. has appointed Terry Ostrom to the position of Vice President Project Delivery. Based in Denver CO, Terry will initially oversee the design, construction, and operations, maintenance and rehabilitation of Plenary's US36 Managed Toll Road Project.

Terry brings over 26 years of experience in the construction industry most of which have been in the heavy civil sector; roads and bridges, water treatment plants and structural concrete.

Terry began his career at Flatiron. Over the next 10 years he held progressive positions from field engineer to area manager. In 1997 Terry and a Flatiron colleague started their own construction company, BTE Concrete, based in Glenwood Springs, Colorado. In 2007, he acquired 100% ownership from his partner and eventually sold BTE to Flatiron in 2009 where he remained employed until joining Plenary Group.

Terry holds a Bachelor of Science in Industrial Construction Management from Colorado State University and an MBA from National University (San Diego, CA).
