Philippines signs water PPP project

Philippines' Metropolitan Waterworks and Sewerage System (MWSS) and the team composed of San Miguel Corp. and Korean Water Resources Corp have signed the Bulacan bulk water supply PPP project (BBWSP) located in north of Manila, Philippines. 

The BBWSP capacity is from a minimum of 100 million liters per day to a maximum of 380 million liters per day. The water project involves the following:

  • construction of treated water transmission mains, including line appurtenances from the water treatment plants (WTPs) to the agreed delivery/interconnection points of the municipalities;
  • construction of WTPs and ancillary facilities; construction of treated water reservoirs;
  • construction of pumping stations;
  • installation of flow metering devices after the WTPs, pumping stations, transmission branch points and at the agreed delivery/interconnection points; and
  • installation of appropriate pressure monitoring stations.

The project will be developed on a design, build, finance, operation and maintenance basis through a build-operate-transfer (BOT) contract agreement. The contract period will be 30 years. 

The total project investment is estimated at P24.4 billion (US$509 million).

Benigno Aquino III, president of Philippines, stated at the signing ceremony:

“The project is the 12th PPP project awarded under our administration, and the first PPP project under the water sector. It is part of the Water Security Legacy Program of MWSS.

We signed the concession agreement with SMC-K Water Consortium with no government subsidy. We signed it with no sovereign guarantee,”
