Philippines launches tender for CALA expressway PPP project

The Department of Public Works and Highways (DPWH) of Philippines is inviting local and international companies to prequalify to bid to finance, design, construct, operate, and maintain the CAVITE-LAGUNA EXPRESSWAY Project.

The Project is a 4-lane 47 Km close-system tolled expressway connecting CAVITEX and SLEX, consisting of:

  1. Cavite Section. Financing, design, construction, and operations and maintenance of 28.9Km from terminus of CAVITEX in Kawit, Cavite going southward to Aguinaldo Highway in Silang, Cavite.
  2. Laguna Section. Operations and maintenance of 18.1Km from Aguinaldo Highway going eastward to SLEX Mamplasan Exit in Laguna.

The Two-Stage/Two-Envelope System for the open solicitation of bids under the Philippines BOT Law will be applied. In this process, bidders are first pre-qualified based on minimum legal, technical and financial requirements set by the DPWH.

Only bidders who pre-qualify shall be permitted to submit their bids for the Project.

Interested parties must submit all Qualification Documents not later than 2:00 pm on June 10, 2013 at Operations Room, 2nd floor, DPWH Building, Bonifacio Drive, Port Area, Manila, Philippines.
