Pennsylvania passed Pennsylvania's P3 Law on July 21, 2012. The Public and Private Partnerships for Transportation Act allows PennDOT and other public transportation entities to partner with private companies to finance, deliver, operate and maintain transportation-related projects.
PennsylvaniaThe law created an independent Public-Private Transportation Partnership Board, which will review and approve P3 projects. Private investors can pitch their ideas to the board, which recently approved guidelines for considering both solicited and unsolicited proposals. The Implementing Manual & Guidelines were adopted by the P3 Board on January 21, 2013.
It is important to highlight that unsolicited proposals will be accepted by the PA P3 Office and the P3 Transportation Board only from May 1 - 31 and again from October 1 - 31, 2013.
According to sources, private entities are encouraged to request one-on-one meetings with PennDOT's P3 office to discuss potential proposals before submission.
An unsolicited proposal must contain information that is sufficient for the P3 office and/or public entity to evaluate the merits of the proposed project.
