The Pennsylvania Turnpike Commission (PTC) has shortlisted four teams for its fibre-optic infrastructure broadband network P3.
On July 7, 2017, a Request for Qualifications (RFQ) was issued; six teams submitted Statements of Qualifications (SOQs) on September 21, 2017. The Commission evaluated the SOQs and has selected the Short-listed Proposers, who alone shall be eligible to receive and respond to a Request for Proposals.

The broadband network will consist of fiber optic cables along the 550-mile Turnpike and extensions, conduits, junction boxes, splice enclosures, and related appurtenances, all of which will be separately designated for the use of the PTC and the developer. Following construction of the fiber optic infrastructure, PTC will operate and monitor its fiber optic network and the developer will be responsible for limited maintenance. The project will run under a design, build, finance, operate and maintain (DBFOM) model.
