Parsons appoints Principal Transportation Economist in London

Parsons Brinckerhoff has appointed Kieran Arter as a Principal Consultant Economist to join the company's growing UK Transport Economics & Financial Appraisal team.

With almost 10 years' of specialist transport appraisal expertise, Arter has worked in a range of relevant technical areas including cost-benefit analysis, rail franchising, risk analysis, economic research, policy advice and socio-economic assessments.

He joins Parsons Brinckerhoff from SKM Colin Buchanan where he was a Senior Economist. Arter has worked on a number of signature projects in the UK and overseas, including Crossrail, High Speed 1 & 2 and the Isle of Wight Highways PFI project. He also has strong relationships with key customers including the Department for Transport, Transport for London and various local authorities.

He has a detailed working experience of current appraisal guidance and techniques, and has developed evaluation frameworks from first principles, for bespoke appraisals. As with his previous work on Crossrail, his expertise also covers the wider economic impacts of transport schemes, examining agglomeration and wider impact benefits.

Commenting on his appointment, Mike D'Alton, UK transportation director at Parsons Brinckerhoff, said: "Kieran's expertise in appraisal techniques is crucial in today's fastchanging market place. This is particularly relevant as we see Local Enterprise Partnerships developing their mandate under the 'Going for Growth Agenda', and as City Deals and innovative funding become a regular feature of the infrastructure landscape. There are also increasing opportunities to support the newly-formed Local Transport Bodies."
