P3 Canada Fund announces investment in Regina wastewater P3 project

The P3 Canada Fund has announced today that it will invest up to C$58.5 million to support the construction of the City of Regina's new Wastewater Treatment Plant.

When completed, the new facility will be capable of processing a flow rate of 92 million litres of wastewater per day and better prevent contaminants from entering Saskatchewan's waterways.

Through a competitive bidding process, a private sector proponent will be selected to design, build, finance, operate and maintain the new wastewater treatment facility over a 30-year period. By entering into a long-term P3 agreement, the City will transfer significant risks, over the whole lifecycle of the project, to the private sector. Regina will retain ownership of the infrastructure, will continue to control sewer rates, and will ensure that quality and safety standards are met.

This project will upgrade the existing infrastructure and will include additional treatment processes to meet new environmental regulations and reduce the levels of ammonia, nitrogen and phosphorus in the receiving water.

The City of Regina launched a Request for Qualifications (RFQ) on 14 May 2013, and the closing date will be on 25 June 2013.

The P3 Canada Fund is a merit-based program with the objective of supporting P3 infrastructure projects that achieve value for Canadians, develop the Canadian P3 market and generate significant public benefits.
