Ontario to tender Toronto East hospital project as DBF

CannonDesign Ltd. has been selected to lead the planning, design and compliance aspects of the Toronto East General Hospital (TEGH) New Patient Care Tower PPP project in Canada.

Toronto East General Hospital and Infrastructure Ontario will issue a request for qualifications for the design, construction and financing of the project, using the Alternative Financing and Procurement model. Under this model, risks associated with the design, construction and financing of complex projects are transferred to the private sector.

The New Patient Care Tower will add approximately 380,000 square feet of space, including an underground parking lot and courtyard along Coxwell Avenue by 2023. The project involves the creation of a new eight-storey patient care tower, along with a three-storey addition for housing more services.

The redevelopment will enable the delivery of efficient, accessible, high-quality patient care and replace some of the oldest and dysfunctional spaces at the hospital.

Other features of the project include:

  • replacement of the oldest beds in the medical/surgical and rehabilitation units
  • replacement of the mental health inpatient units for adult and child/youth care
  • consolidation of ambulatory care and ambulatory procedures
  • renovation of selected areas within and adjacent to the critical care units to improve space and expand the cardiac catheterization program

Led by CannonDesign Ltd., the planning, design and compliance (PDC) team will establish the guidelines and performance requirements. The PDC team will also monitor construction progress and provide coordination and oversight during the commissioning and completion of the project.

Infrastructure Ontario and the Ministry of Health and Long-Term Care are working closely with Toronto East General Hospital to build the new facilities, which will remain publicly owned, publicly controlled and publicly accountable.

Dr. Eric Hoskins, Minister of Health and Long-Term Care, stated

"Today's announcement is great news for the community in Eastern Toronto, providing patients with improved access and quality care. This important project is an example of our government's commitment to putting patients first, ensuring Ontarians are connected with stateof-the-art services and facilities."

Brad Duguid, Minister of Economic Development, Employment and Infrastructure, commented:

"This is a positive step forward for the revitalization of the Toronto East General Hospital, and I'm pleased our government is moving forward with this strong investment in public infrastructure. Investing in this facility will create jobs in the local community, and provide residents of east Toronto with quality health-care services."

Rob Devitt, President and Chief Executive Officer, Toronto East General Hospital, added:

"This partnership is a major milestone for Toronto East General Hospital. It's exciting to see the New Patient Care Tower becoming a reality, a building that will cater specifically to our community's needs and set a new standard in providing high-quality, patient-centred care."
