Ontario's university seeks legal advisor to structure a PPP

Laurentian University, in Ontario, has launched a tender process to hire a legal advisor to structure a PPP project for the construction of a twin pad ice hockey arena.

The consultant will provide services for all phases of the RFP process and project, including information gathering, preparation of procurement documents, execution of procurement documents, evaluation of proposals, contract negotiations, contract award, services during project implementation as required, and services during project closure as required.

Qualified parties should have, among others, recent (within the last five years) experience in providing legal advice to Canadian governments or government agencies during the planning and procurement phases of major (over CAD$50 million capital cost) projects delivered using a P3 model.

The announcement was published on 25 March 2014. Interested parties must submit their proposal on on before 23 April 2014.

The project involves the construction of a twin pad (minimum) ice hockey arena and all appurtenances including roads, parking lots, etc. The facility will be constructed on the main University campus known as 935 Ramsey Lake Road in Sudbury, Ontario.
