Only two consortia bid for Colombia's first highway concession

Only two consortia submitted technical and economic offers for Colombia's US$784 million Girardot-Puerto Salgar highway concession.

The result of bids is negative given that ten consortia had been shortlisted for the project in July 2013.

The project, which  is the first to receive bids under its fourth generation (4G) concession program, includes the design, rehabilitation, duplication, financing, operation and maintenance of the Honda - Puerto Salgar - Girardot corridor.

 The following two teams bid for the project:

  • Infraestructura Vial Puerto Salgar: Controladora de Operaciones de Infraestructura S.A. de CV (45 %), Alca Ingeniería S.A.S. (5 %), Latinoamericana de Construcciones S.A (10 %), Carlos Alberto Solarte Solarte (15%), CASS SA (15%) and Estyma SA (10%)
  • Mario Alberto Huertas Cotes, Constructora MECO SA Sucursal Colombia: Mario Alberto Huertas C. (75%) and Constructora Meco S.A. (25 %)

The Request for Qualification was launched in early February 2013. The project is scheduled to be awarded on 28 May 2014.

The project will have a total length of 212 km along the areas of Tolima, Caldas and Cundinamarca in Colombia:

  • 16 km of new road construction in dual carriageway (including the new bridge between Girardot and Flanders),
  • rehabilitation of 33 km of roads,
  • upgrading of 159 km road and
  • 4 km belong to the new bridge between La Dorada and Puerto Salgar.

The project is part of the 4G highway projects. The 4G highway contracts program covers 47 projects worth US$25 billion over eight years.

Teams led by Acciona Concesiones, Constructora Andrade GutiérrezImpregiloGrupo OdinsaOHL Concesiones and Cintra Infraestructuras among others did not submit a final bid.
