Only one consortium has been prequalified for the tender process forsix toll road segments in the City of Jakarta. The road contracts sum up Rp 40.02 trillion (US$4.368 billion) worth. The prequalification process was repetead and started in October 2011.Jakarta toll roads
The JTD Consortium involves several State Owned Enterprises (BUMNs) and private enterprises. Among them are PT Hutama Karya, PT Wijaya Karya, PT Adhi Karya, PT Pembangunan Perumahan, and PT Citra Marga.
The JTS Consortium has remained the only bidder after PT Wellspon was eliminated because it did not comply with the document requirements. This firm was the only company that submitted documents in the second stage of the tender . PT Nusantar Infrastructure was eliminated before because their equity capability was unable to meet the 30 percent of the investment value threshold.
The Indonesia Infrastructure Guarantee (PII) will provide guarantee for the projects if they move forward. The Minister of Public Works has give green light to the tender process because the legislation allows the procedure to proceed upon approval from the Minister (even if there is only one consortium).
The projects
The six inner city toll roads that have been planned for construction are the 17.88 km long Semanan - Sunter corridor, Sunter - Bekasi Raya corridor (11km), Duripulo - Kampung Melayu (11,38 km), Kemayoran - Kampung Melayu (9,65 km), Ulujami - Tanah Abang (8,27 km), and Pasar Minggu - Casablanca (9,56 km).The next step is negotiations. The Toll Road Regulatory Agency will have to negotiate, together with the Ministry of Public Works and other external agencial to ensure that the process is transparent. The Supreme Audit Agency (BPK), the Finance and Development Supervisory Agency (BPKP), as well as the Corruption Eradication Commission (KPK), to join in the negotiating team.Source: Australia AID Indonesia Infrastructure Initiative.
