New PPP Center Executive Director in Manila

The PPP program in the Phillipines is just not doing very well. Remember that the governement of Philippines delayed sinedie the Operation and maintenance of the Manila's light rail LRT 1 and MRT 3 (the first PPP project of the program). It finally won't be tendered as a PPP project.
In August the PPP program in the Philippines achieved a very important milestone, the Department of Public Works and Highways (DPWH) launched an Invitation to Pre-Qualify to Bid for the DaangHari - SLEX Link Road  Project. Abs-cbnnewsReuters and the PPP Center reported the piece of news. Although 18 companies bought the documents, no many international players showed up. Probably it was due to the small size of the project.
In September 5th, Phil Torio the person in charge of the PPP Center in Manila resigned to pursue higher studies abroad. Today, President Benigno Aquino III has appointed Cosette Canilao as executive director of the Public Private Partnership (PPP) Center.
Canilao is the current officer-in-charge executive director of the PPP and is the logical choice. "She's performed well and this eliminates the need for transition since she's already there" said Presidential Communications Development and Strategic Planning Secretary Ramon Carandang.
