The Government of New Brunswick (Canada) has launched a tender process to seek developers for the construction of a new policing facility for the Royal Canadian Mounted Police (RCMP).
By virtue of a Regional Police Service Agreement between the Government of Canada and the Government of the Province of New Brunswick, the Codiac Regional RCMP became responsible for providing policing services for the three communities of Moncton, Dieppe and Riverview, referred to as the "Codiac" Region.
The existing municipal policing facility owned and maintained by the City of Moncton, located at 520 Main Street, Moncton, N.B., was provided to the Codiac Regional Policing Authority (CRPA) through a rental agreement with the City of Moncton, and became the Codiac Regional RCMP Detachment. However, the building has now become overcrowded, and does not support efficient policing operations.
The purpose of the Request for Qualifications (RFQ) is to pre-qualify firms/consortia interested in submitting a bid/ proposal for the construction of the new policing facility for the Codiac Regional RCMP, under various financing and ownership scenarios. The construction of a new policing facility is required to be completed in 2019.
As a result of this pre-qualification process, the Evaluation Committee will develop a short-list of pre-qualified firms/consortia, who will then be invited to submit a bid in response to a future tendering opportunity.
The estimated construction value of this project, which includes the City's projected cost of land acquisition and development, the construction of a new operational policing facility and all required FFE (fixtures, furnishings, and equipment) is in the range of CAD35 million (US$27 million) to CAD45 million (US$35 million).
