FDOT awards I-395 P3 project

The Florida Department of Transportation (FDOT) has announced its notice of intent to award the I-395/SR 83611/ I-95 Public Private Partnership (P3) Project to the Archer Western-de Moya Joint Venture (AW-dMG).

In April 2016, six teams submitted bids for the project:

  • Archer Western – de Moya JV
  • Fluor - Astaldi - MCM
  • Miami Community Builders JV, comprised of Parsons Construction Group, Inc. and Community Asphalt Corp., a member of OHL Group.
  • Kiewit Granite Constructors, a Joint Venture
  • Building a NEW MIAMI Partners, formed by Dragados, Prince Contracting and GLF Construction Corporation.
  • Condotte FCC Lane JV

The three four teams were shortlisted by the FDOT and submitted their technical and financial proposals. Kiewit Granite Constructors, a JV, was non-responsive.

This P3 is a partnership between FDOT and the Miami-Dade Expressway Authority (MDX), and involves three projects that will be constructed concurrently by the AW-dMG Joint Venture to minimize impacts to the public. The three projects include:

  • The complete reconstruction of the I-395 corridor from the I-95/Midtown Interchange to the MacArthur Causeway Bridge in the City of Miami Beach, approximately 1.4 miles.
  • The development of three thru lanes, and separate direct connections to I-95 northbound and SR 836
  • Other improvements include, among others: creating a structural signature bridge over Biscayne Boulevard; roadway and aesthetic lighting; drainage improvements; and ITS elements.

Additionally, the project involves two additional components: the I-95 pavement reconstruction project and the MDX 836.11 project.

The project has an estimated total construction cost of US$802 million.
