Advisors selected for ElDorado 2 airport

Colombia's National Infrastructure Agency (ANI) has appointed the consortium formed by Spanish airport engineering firm Aertec Solutions, Mott MacDonald and Colombia's C&M Consultores to carry out the feasibility study, business strategy and the financial and legal structuring of  ElDorado2 airport PPP project.

This consultancy contract will lay the ground for the ANI to award the concession of ElDorado2 under  a Public Private Partnership (PPP) contract. The consultancy contract will have a duration of 22 months with a value estimated at COP12 billion (US$4.18 million).

As we reported in early September the ANI​ launched a bidding process for the consultancy services on ElDorado2. The consultancy was divided into 6 phases covering the following:  

  • Phase 1: Complete due diligence of technical, financial and legal issues, the implementation plan and traffic forecasts and demand; 
  • Phase 2: Engineering and architectural designs, along with topographical, geotechnical studies and the connection of the two terminals;
  • Phase 3: Aviation business strategy;
  • Phase 4: Technical, legal and financial structuring;
  • Phase 5: Bidding process;
  • Phase 6: Signing of the concession contract.

The Master Plan of the new airport envisages a new terminal with capacity for 7.5 million passengers, which will be added to those currently served by the current El Dorado airport and the Aerial Bridge terminal. From January to July 2016, 17.6 million passengers were mobilized through this terminal.

The project has a total investment estimated at US$1.1 billion and it is expected to be operational in five years.
