Ireland to launch tender for Dublin university PPP project in October

The Irish National Development Finance Agency (NDFA) acting for and on behalf of the Minister for Education and Skills has published a Prior Information Notice (PIN) to procure a PPP contract to design, build, finance and maintain two third level education buildings within the Dublin Institute of Technology (DIT) Campus at Grangegorman Central and East Quads.

The Minister for Public Expenditure and Reform announced the Government's intention to develop the Project by PPP on 17 July 2012 as part of a €2.25 billion Infrastructure Stimulus package.

The Project is a central part of the wider government supported urban regeneration being developed by the Grangegorman Development Agency (GDA). The Project provides for the relocation and accommodation of circa 10,000 students from 15 existing DIT schools across sciences and arts subjects and will provide circa 50,000 m2 of teaching spaces including science laboratories and a 500 seat recital hall.

It is expected that the Project will have a capital value of the order of €180-200 million and will be procured under a single PPP contract using the negotiated procedure.

Details of the final expected composition of the Project will be confirmed in the Contract Notice, which is expected to be published in early October 2013. A Project Information Day is scheduled for 9th September 2013 at 10:30am and will take place at the GDA project office, Grangegorman Lower, Dublin 7.
