ANAC opens public audience for new airport concessions

The National Civil Aviation Agency of Brazil (ANAC), which is responsible for the regulation and safety of civil aviation, has recently announced that it has opened a public audience for discussion of tender and contract documents of four airport concessions. The airports are located in Porto Alegre, Salvador, Florianópolis and Fortaleza.

The public audience will last 45 days and it will include with five meetings to be held in Porto Alegre, Salvador, Florianopolis, Fortaleza, and Brasilia.

After the public audience, the tender processes for the development of the projects will start. Some of the revealed tender rules, among other, are the following:

  • The same consortium could win the competition for more than one airport only if the airports are not in the same geographic region.
  • Participation of shareholders, direct and indirect, in the airports in the same geographical region will be also limited during the first five years to less than 15%.
  • The equity interest of airport operators should be equivalent to at least 15% of the bidder consortium.
  • The possibility of airline participation in the consortium was kept at 2%, the same proportion of the previous rounds.

The four airports, which will account for the 11.6% of the passengers, 12.6% of cargo and 8.6% of aircraft of the Brazilian total air traffic, are the following:

Porto Alegre Airport - Salgado Filho (PRBS): the current movement of passengers is 8.4 million passengers per year, the concession period is 25 years (extendable for another 5 years). The minimum bid to compete for the airport concession is fixed at R$728,905,709.94 with an estimated investment of R$1.622,2 billion (US$467 million).

Salvador - Deputy Luis Eduardo Magalhaes (SBSV) the current movement of passengers is 9 million passengers per year, the concession period is 30 years (extendable for another 5 years). The minimum bid to compete for the airport concession is fixed at R$328,784,087.72 with an estimated investment of R$2.227 billion (US$641.49 million).

Florianópolis - Hercilio Luz (SBFL): the current movement of passengers is 3.7 million passengers per year, the concession period is 30 years (extendable for another 5 years). The minimum bid to compete for the airport concession is fixed at R$1,489,822,044.11 with an estimated investment of  R$887 million (US$255.5 million).

Fortaleza - Pinto Martins (SBFZ): the current movement of passengers is 6.3 million passengers per year, the concession period is 30 years (extendable for another 5 years). The minimum bid to compete for the airport concession is fixed at R$1,562,970,387.70 with an estimated investment of  R$1.306 billion (US$376 million).

Additionally, the awarded consortia will pay 25% of the Fixed Contribution to the National Civil Aviation Fund (FNAC), in respect of Fixed Initial Contribution, at the signing of contracts. The rest, 75%, will be paid in annual contributions. Furthermore, the concessionaire will contribute to FNAC with 5% of its annual revenue.
