The Government of Ecuador has decided to merge the Quevedo – Jujan road project and the Santo Domingo – Quevedo road project into a single concession.

Additionally, the Ministry of Transport and Public Works has launched a request for expression of interest (RFEOI) for the redesigned concession. The decision has been taken after the review of the expression of interests submitted for the two PPP projects.

Last month, the Ministry of Transport and Public Works launched a RFEOI for each road project, which had the following scope:

  • The Quevedo – Jujan road corridor project involves the development of a 84 km road between Quevedo, Babahoyo and Jujan and a 10 km bypass in Jujan. The new two lanes highway, part of the E25 road, comprises the development of a total of 14 interchanges. The total project investment is estimated at US$951 million.
  • The Santo Domingo – Quevedo road corridor project entails the development of a 91.7 km road between Santo Domingo del los Colorados, Buena Fe and Quevedo and a 26.5 km bypass in Santo Domingo. The new two lanes highway, part of the E25 road, comprises the development of a total of 15 interchanges. The total project investment is estimated at US$530 million.

The new concession involves the development of the two road projects under one PPP contract. The total project investment is estimated at US$1,481 million.

Interested parties must submit their expression of interest on or before April 29, 2016.

In February this year, we reported that the Ministry of Transport and Public Works and state-owned Dubai Port World (DP World) were about to agree a formal proposal for the construction of deep water port in the town of Posorja. The government aims to award the project in the first half of this year.
