Two groups bid for Cavite-Laguna Expressway

The Philippine Department of Public Works and Highways (DPWH) has received bids from conglomerates San Miguel Corporation and Metro Pacific Investment Corporation's MP CALA Holdings Inc. for the US$800 million Cavite Laguna Expressway (CALAX).

Opening and evaluation of the technical proposals is scheduled on May 22, while the financial proposals will be opened on May 26. The notice of award for CALAX is expected to be issued to winning bidder by early July this year.

The bid parameter for the project shall be the highest premium offered to the government, with floor price of Php 20.1 billion on top of the construction cost for the proposed expressway.

For the CALAX project, the private partner shall finance, design, construct, operate and maintain the 47 kilometers close-system toll expressway starting from the existing Cavite Expressway (CAVITEX) and ending at South Luzon Expressway (SLEX) Mamplasan Interchange in Binan, Laguna.  This covers the 28.9 km Cavite Section from Kawit to Silang and the 18.1 km Laguna Section from Silang to SLEX.

The project aims to decongest traffic in the Cavite and Laguna areas, and reduce travel time to/from Metro Manila to CALABARZON.

CALAX is the DPWH's third and biggest infrastructure project under the government's public-private partnership (PPP) program. The first project, the Daang Hari-SLEX, was awarded to the Ayala group, while the second, the NAIA Expressway, went to Optimal Infrastructure.
