The Colombian National Infrastructure Agency (ANI) has awarded the Puerta de Hierro - Carreto - Palmar de Varela & Carreto - Cruz del Viso Highway PPP project to a Sacyr Concesiones-led team

The team beat out competition from three other shortlisted consortia:

  • Infraestructura Vial Para Colombia: CSS Constructores S.A.; Controladora de Operaciones de Infraestructura S.A de C.V.; ALCA Ingenieros S.A.S; Estyma Estudios y Manejos S.A.
  • Estructura Plural Hidalgo e Hidalgo Colombia SAS Construcción y Administración SA.: Hidalgo e Hidalgo Sucursal Colombia S.A.; Hidalgo e Hidalgo Colombia S.A.S.; Construcción y Administración S.A.

The project involves the upgrade of a 202 km road with construction estimated to take three years. The project comprises, among others, the road upgrade, route improvement, Carmen de Bolivar bypass and junction Route del Sol Sector 3.

The total project investment is estimated at P450 billion pesos (US$182 million).

The project is part of the second wave of 4G highway projects, which includes a total of 9 concessions. This second wave includes a total investment of about P11,800 billion (US$4.64 billion). 4G involves the construction of about 8,000km of roads, including 1,200km of four-lane highways, with the majority of projects to be carried out as PPPs.

In December 2014 ANI published the project's tender documents. At that time the agency also published tender documents for three other road projects, which are also part of the second wave of 4G highway projects:

    Colombia's National Infrastructure Agency (ANI) has awarded the Cambao - Manizales road PPP project to Consorcio Alternativas Viales.The winning team had submitted an unsolicited proposals for the road project. It is composed by: ICEIN, Mota Engil Engenharia e Construcao SA Sucursal Colombia, GAICO, FORTRESS, and ALCA.The project involves the upgrade, finance, operation and maintenance of a 256 km road. The project is divided into five stretches: Ibagué - Armero with 76, 1 km, Cambao - Armero - Mariquita - Honda with 70,6 km, Armero - Líbano / Líbano bypass / Líbano - Murillo with 55,1 Km, Murillo bypass / Murillo - Alto de Ventanas with 24, 7 km, and Alto de Ventanas - Termales del Ruiz - La Esperanza with 29,9 km.The total project investment is estimated at P527 billion (US$210.6 million).The project is expected to be operational by 2019. When the new road is operational, the travel time will be reduced about a 50%. Read more

    Three firms show interest in Bucaramanga Barrancabermeja Yondo concession

    Colombia's National Infrastructure Agency (ANI) has received proposals from three consortia to develop the Bucaramanga- Barrancabermeja- Yondó road PPP project.The three teams are the following: Infraestructura Vial Para Colombia: CSS Constructores S.A. Estructura Plural  Cintra- Concesia: por Cintra Infraestructuras Colombia SAS (40%); RM Holdings SAS (30%) and MC Victorias Tempranas (30%)The preferred bidder is scheduled to be selected on 9 July.The project involves the development of a 151 km highway that will run through Bucaramanga, Lebrija, Girón, San Vicente de Chucurí, Sabana de Torres, Betulia and Barrancabermeja in Santander, and Yondó in Antioquia.
