Megaproject 36: Three consortia submit bids for US$7 billion Riyadh metro project

The High Commission for Riyadh Development (HCRD) said yesterday that "three major global consortia" have submitted technical and financial offers for the Riyadh Metro project.

HCRD said a global team of 80 experts will analyse the bids and present their recommendations "in the near future" to the Supreme Committee. The committee is chaired by Riyadh governor Prince Khalid bin Bandar, who is also chairman of HCRD, and will personally select the winning consortium.
Strabag said in mid April that it had pulled out of a bid to build a new metro system in Riyadh and its consortium did not finally submit an offer, we understand.

Although the bids were submitted in early 2013, there has been a strange silence regarding the preferred bidder for the project. The bid deadline was delayed several times during the process.

The Arriyadh Development Authority (ADA) is the public agency awarding the US$7-8 billion contract. The private partner will design and build the future metro of Riyadh.The three consortia that submitted bids for the project are the following:

  • Shibh Al Jazira Contracting Co (Saudi Arabia)
  • GS Engineering and Construction (Korea)
  • Freyssinet Saudi Arabia (Saudi Arabia)
  • Serco Group (UK)
  • Mott Macdonald (UK)
  • Parsons Brinckerhoff Arabia (Saudi Arabia)
