Russia launches tender for third and fourth section of Moscow Central Ring Road

The Russian road agency Avtodor has launched two tender processes to develop the third and fourth section of Moscow Central Ring Road (CCR) project.

The Moscow CCR is divided in five different contracts. Avtodor has tendered the third and fourth sections through public-private partnership (PPP) contracts with a total of 51% of the third stage and 45% of the fourth stage being developed through private investment funding.

Building each of the sections will go in two stages. At the initial stage there are plans to build four lanes, while later other lanes will be added. The design documentation has been executed by OAO Soyuzdorproekt, one of Russia's leading institutes for road design and survey work.

- Third section of Moscow CCR PPP project:

The third project involves the development of the north-east section. The four lanes road will have a total length of 105.3 km (from km 305 to km 410). The project will start at the intersection of the CRR and the Ðœ-11 road, currently under construction. It will end at Km 410, at the intersection with the Ðœ-7 Volga road.

The project will be developed on a build, finance, operation and maintenance basis for a period of 30 years. The project is set up to be awarded this year. The new road is expected to be be operational by 2018, after two years of construction period.

The total investment is estimated at RUB64.1 billion (US$1.713 billion).

- Fourth section of Moscow CCR PPP project:

The fourth project involves the development of the south-east section. The four lanes road will have a total length of 96.5 km. The project will start at the intersection of the CRR with the Ðœ-7 Volga road and it will end at the intersection with the M-4 Don highway.

The project will be developed on a build, finance, operation and maintenance basis for a period of 30 years. The project is set up to be awarded this year. The new road is expected to be be operational by 2018, after two years of construction period.

The total investment is estimated at RUB63.6 billion (US$1.7 billion).

In late May we reported that Russia's Stroygazconsulting had achieved commercial close for the construction of the first section of the CCR project in Moscow.

The first section, from km 96 to km 146, will be developed on a design, build, finance, operation and maintenance (DBFOM) basis. The total investment is estimated at RUB48.9 billion (US$1.39 billion).
