The Ministry of Transport of the Czech Republic has selected four applicants to take part in a competitive dialogue regarding the D4 motorway PPP project. The project involves the completion and operation of 32 km of motorway between Písek and Příbram and has an estimated total cost of around US$300 million.
A total of seven applications were submitted to the tender procedure. The four shortlisted teams are:
The Ministry of Transport assessed whether all submitted applications met the terms of reference and which of the candidates best met the technical qualification criteria. The contracting authority's commission found that all the bidders met the terms of reference and subsequently recommended, in accordance with the terms of reference, to limit their number to four participants with which the Ministry of Transport would continue to act in the competitive dialogue.
The Ministry plans to launch the competitive dialogue early next year. The winning consortium is set to commence work in 2020 with the completion of the motorway segment. Once operational, the consortium will operate it for 25 years.
The Ministry will now finalise the contractual documentation, which will be submitted to the shortlisted teams as a basis for their participation in the competition dialogue itself.
Other preparations for the execution of the project are ongoing, such as acquisition of land plots and securing of leases. The Ministry of the Environment has re-evaluated the environmental impact assessment for the project and issued a binding opinion for the rest of the D4.
This is the first PPP project in the transport sector to reach this stage of preparation in the Czech Republic.
