The Government of Malawi (GoM) has released a Request for Expressions of Interest (EOI) for Feasibility study of a road Operation and Maintenance (O&M) project.
The Roads Authority in conjunction with the Roads Fund Administration are unable to raise enough resources to cover the road maintenance at the current rate of deterioration. There is therefore a significant gap between the available resources and the optimum financing requirements for road maintenance. Road tolling is therefore being proposed as that additional source of funding.
The Government recognises the importance of having the private sector participate in the project. From this understanding the Government of Malawi would like to engage Private sector in the management of these toll roads in some sections of our road network under a PPP arrangement.
It is based on the forgoing that Government of Malawi would like to undertake a PPP feasibility study on the introduction of road tolls in Malawi. The feasibility study among other things will provide a detailed economic and financial evaluation of the Project with proposals for its financial feasibility and viability as a PPP project. The consultant will provide the most optimal/best suited PPP models along-with a financial model and most feasible PPP structure.
The study will also give a detailed assessment of potential sustainability of the project based on sustainability factors in economic and financial terms, institution and management terms, environmental and socio-political terms and technological terms. In doing so, the consultant will be expected to assess the market demand for the project and its viability.
