Louisiana Parish seeks consultant for wastewater P3

The Parish of Ascension in Louisiana (USA) has issued a request for qualifications (RFQ) to hire consultants for the expansion of the wastewater treatment systems on the eastern side of the Parish.

The Parish is looking for consultants with extensive experience with P3 project procurement and implementation in related and other types of infrastructure.

The project involves the expansion of the wastewater treatment systems on the eastern side of the Parish. The service area for the system shall include all of the Parish east of the Mississippi River outside the corporate limits of the City of Gonzales and the Town of Sorrento.

The project will be developed on a design, build, finance, operation and maintenance (DBFOM) basis.

The total project investment is estimated between US$300 million and US$500 million.

Currently, there are existing small treatment plants serving the area. Six of these facilities are currently owned by the Parish and the remainder of these facilities are privately owned and operated by the neighborhood.

Interested parties must submit their proposals before Tuesday, February 23, 2016 at 4:00 pm local time.
