Lithuania tenders Marvele cargo port PPP

The Lithuanian Ministry of Transport and Communications has issued a Request for Expression of Interest phase in the tender process for the operation and development of Marvele Inland Cargo Port PPP. 

The project is being completed in two stages. The first stage was completed in July, 2015. It was funded by the EU and the Lithuanian Government. The project included a 120 meter dock, more than 1 hectare of warehousing space, a spacious loading site, access roads, and utilities infrastructure.

The second stage will be developed though the PPP model. The winning bidder will operate the port for 25 years including the construction period, and it will assume all demand risk. The expected capital investment for the project is €11 million (US$12.2 million). The scope of the project includes extending the dock by a further 80 meters at least. The winning bidder will also be required to add internal roads and utilities infrastructure, storage facilities, and loading equipment such as cranes and reach stackers.

The Marvele cargo port, located on the River Nemunas in Kaunas, will be a key component of the Lithuanian government's strategy to reduce road freight, thus improving air quality and reducing congestion. Before the 1990s, over 1.5 million tons of freight were transported annually via the Nemunas. Therefore, a potential turnover of 1 million tons per year is expected for the cargo port.

Companies interested in participating in this tender process must submit their expressions of interest (EOI) on or before 3 June, 2016. The Lithuanian Ministry of Transport expects award the concession over the third quarter of 2017.
