Leopold tunnel renovation PPP to be re-launched

The city government of Brussels agreed on a meeting on December 3rd to re-launch the tender process for the renovation of the Leopold II tunnel through the PPP model.

The PPP project will involve the renovation of the 2.5 km tunnel and the operation and maintenance (O&M) of the infrastructure for a period of 30 years.

The total project investment is estimated at €150 million (US$163.2 million), although the investment value could reach €30 million (US$32.6 million) more if insulation works are needed.

The government said that they have not made a decision regarding tolling the tunnel and a decision is expected for Spring 2016.

According to sources, construction works are scheduled to start by 2018. 

In 2012, a total of even teams competed to get the project ina tender process which was canceled later on:

* BAM PPP, PGGM Infrastructure Coöperatie UA;

* Besix Group / Schneider Electric France / Sanef;

* CFE / DIF Infrastructure III PPP;

* CIT Blaton / Van Laere / Cegelec / PMF Infrastructure Fund;

* Denys / Imtech Infra / Macquarie Capital Group Ltd;

* Eiffage / DG Infra;

* Jan De Nul / Fabricom.

Yesterday, we reported that URBEO, Herstal's housing agency, has launched a tender process to develop a housing PPP project in Herstal, a municipality of Belgium.
