Kuwait signs agreement with WB to prepare PPP Guidebook

The Kuwait Authority for Partnership Projects (KAPP) has signed an agreement with the World Bank to help prepare an updated Project Guidebook for the Authority containing the provisions of the Public Private Partnership (PPP) Law 116/2014 and its executive regulations.

The new Project Guidebook will be informed by international best practice and fully aligned with provisions of the new PPP Law.

The agreement was signed by KAPP’s General Manager Motlaq Al-Sanei and the World Bank’s Country Manager Dr Firas Raad.

Sanei stated that the guidebook provided guidance to all public sector entities and private investors on the mechanisms for restructuring and implementing PPP’s projects in Kuwait based on the 2014 Law.

The Project Guidebook will include standard contract provisions for all tendered PPP projects and will serve as a valuable reference document for all parties interested in implementing PPP projects in the country.

The PPP law in Kuwait covers multiple sectors, consequently, each project will require specific accommodation and adjustments due to the particular needs of the sector and/or project. Therefore, the PPP Project Guidebook should not be read as a strict process for all projects, but as a general guidance which provides an overview of the process of implementing projects in Kuwait as per the PPP laws and bylaws. 

The previous Guidebook was launched in November 2009 in terms of Law 7/2008 and it is available here.
