The Kuwait Authority For Partnership Projects (KAPP), previously known as the Partnerships Technical Bureau (PTB) in collaboration with the Kuwait Municipality (KM), has invited proposals for providing Transaction Advisory Services for the South Jahra Labor City project.
The project involves the design, finance, construction, operation, maintenance and transfer of a 1,015,000 m² labor city, which aims to provide adequate and affordable housing for 20,000 male, bachelor laborers, as per KM's directions. The term of the PPP agreement with KM will be 40 years including a 3-year construction period. The labor city will consist of several integrated components including residential areas, commercial services, community services, and municipal and utilities services. The Project will be procured as a PPP and will be tendered in accordance with Law No. 116 of 2014, regarding Public Private Partnerships, and its Executive Regulations.
Parties interested in providing Transaction Advisory services for the Project are envisaged to have the requisite technical, legal, financial, environmental and project management expertise to act as a Transaction Advisor to assist the State of Kuwait in procuring the Project. TA will be required to support KAPP throughout the different project procurement stages, starting from qualifying Bidders until reaching financial close.

The RFP document will be available for purchase starting from the date of publishing this announcement until 12:00 PM (Kuwait time) on Thursday 29 October 2015. Parties interested in obtaining the RFP document are requested to submit to KAPP a certified cheque issued from a bank licensed to operate in Kuwait, for the 'Partnerships Technical Bureau' with a sum of 1,000 KWD non-refundable accompanied by proof of its legal representative status letter.
